The New Jersey Office of Homeland Security and Preparedness (NJOHSP) released the 2025 Threat Assessment, which details domestic terrorists, foreign terrorists, counterintelligence, transnational crime, and cybersecurity threats facing New Jersey. The NJCCIC assesses with high confidence that in 2025 and beyond, cyberattacks against New Jersey public and private institutions, critical infrastructure assets, and residents will increase in volume and impact. These attacks will be operationally debilitating and costly, adversely impacting public health, the welfare and safety of our residents, the economy and public interests of the State, and national security. Cybersecurity threats facing New Jersey include nation-state advanced persistent threats (APTs), cybercriminal syndicates, cyber-enabled fraud, geopolitical conflicts, artificial intelligence, and systemic cyber risk stemming from interdependencies and potential for cascading impacts.
